No. ElevenLabs' free plan is non-commercial: to use free-tier audio at all publicly you must credit ElevenLabs in the content's title (the "elevenlabs.io" attribution requirement), and monetized or client work isn't licensed. The commercial license starts at the first paid tier, Starter, at $6/month. One catch: upgrading later does not retroactively license audio you generated while on the free plan — regenerate it under the paid plan. The $6 Starter tier is the cheapest verified commercial floor on our whole voice bench, which makes the free plan's real job clear: audition voices, not produce publishable audio. Attribution-in-title is a stricter condition than many creators expect, and it applies to any public use of free-tier output.
